This brief focuses on the systemic challenges that Historically Black Colleges and Universities (HBCUs), Minority-Serving Institutions (MSIs), and Tribal Colleges and Universities (TCUs) face in securing federal research funding for education despite educating a significant portion of the nation’s diverse student population. The 2022 National Academies report underscores this gap, highlighting that HBCUs receive only 3% of federal research funding for education; MSIs fare similarly, receiving only 5%. Despite this, these institutions are crucial in developing a diverse R&D workforce and contributing to education R&D. ALI’s task force aims to expand their role by identifying barriers to success and recommending strategies for overcoming them.
