Letter to Representatives Bonamici (D-OR) and Fitzpatrick (R-PA) expressing support for the NEED Act of 2025

This December 2025 letter to Representatives Bonamici (D-OR) and Fitzpatrick (R-PA), signed by nearly 70 education organizations, expresses support for the New Essential Education Discoveries (NEED) Act. The letter outlines how the Act would establish NCADE, a DARPA-like R&D center at IES, and expand and upgrade state data systems to better track student outcomes. The signatories emphasize the NEED Act’s importance, especially as academic proficiency is on the decline and artificial intelligence and other emerging technologies are on the rise.
