Comment letter urging OMB to preserve merit-based grantmaking and remove Uniform Guidance provisions that would disrupt education R&D funding, dissemination, and stability.
In July 2026, the Alliance for Learning Innovation submitted comments to the Office of Management and Budget in response to its proposed rule, Regulation for Federal Financial Assistance (Docket OMB-2026-0034), which would revise the Uniform Guidance governing federal grants. ALI cautions that the proposed rule could jeopardize high-quality education R&D by layering in added review, pre-approval, and cost restrictions that can introduce delays and unpredictability into the funding process. The proposed rule also risks elevating political priorities over merit-based, peer-reviewed decision-making, threatening the publication and conference channels that researchers rely on to disseminate evidence into K-12 classrooms.
